Office of Executive director
Scott Rhine is a transportation professional with direct management of fixed route, human service operations and transportation planning. A graduate of the University of Georgia with a degree in communications Scott most recently served as a senior transportation planner for the NCDOT Public Transportation Division primarily dealing with state and federal funding programs in rural and urban areas of the state. He has proven experience in transportation planning, construction, project management and environmental requirements and regulations associated with the various transit operations and Metropolitan Planning Organizations of the Piedmont Triad Region. With over 26 years of experience in the transportation industry Scott coordinates activities of the PART professional staff, member agencies, state and federal partners and carries out the programs and policy directives of the PART organization formulated by the PART Board of Trustees.
Finance & Administration Department
DIRECTOR OF FINANCE AND ADMINISTRATION
Connie is an accomplished professional with over 25 years experience in finance and accounting for large corporations. She earned her Bachelor’s degree in Accounting from North Carolina State University and is a current member of the NCACPA. Her primary responsibility is to provide leadership and oversight in all financial and technical strategies for PART.
MANAGER OF MARKETING AND COMMUNICATIONS
Brooke Kochanski received her Bachelor’s Degree in Marketing from University of North Carolina at Greensboro. With over 10 years’ experience in marketing she specializes in planning, developing, and evaluating marketing campaigns to effectively reinforce and build brand image. Brooke is primarily responsible for promoting the many programs and services provided by PART concentrating on the continued growth of regional cooperation and improved transportation services.
COMMUNITY OUTREACH SPECIALIST
Sarah McGuire holds a Bachelor of Arts degree in Public Policy from UNC-Chapel Hill and a Master of Public Affairs degree from UNC-Greensboro. Her research and professional experiences have focused on regionalism, inclusive economic/community development practices, and creating more equitable and sustainable communities. At PART, Sarah works in the Marketing and Communications Department to promote PART’s services and expand the organization’s reach into the Piedmont Triad.
REGULATORY AFFAIRS SPECIALIST
Supriya Raghav is a management graduate from University of North Carolina at Greensboro and has completed her Master’s degree in Business Administration in May 2013. She has more than 6 years of experience in various fields of management. Supriya joined PART through NCDOT’s Apprenticeship Program and is currently working in the Finance Department. Her work is primarily directed towards human resources, compliance and contracting.
Deputy Finance Officer
HENRY E. LITCHFORD, CPA
Henry has a BS Accounting degree from UNCG. He has 30 years of experience in accounting systems, cash management, financial accounting and reporting and internal controls. His responsibilities include administrator of the Smart Fusion Fund Accounting System, applying accounting principles and procedures to record and/or analyze financial information, prepare accurate and timely financial reports and ensure appropriate accounting control procedures.
Dianna Thomason has worked in accounting for over 15 years in the areas of financial statement preparation, account analysis, accounts receivable, accounts payable, and payroll. She has worked for CPA firms, corporations, and a non-for-profit organization. She has a Bachelor’s degree in Business Administration from Catawba College and an Associate’s degree in Accounting from Davidson County Community College. Dianna’s major responsibility with PART is obtaining grant reimbursements from both the Federal Transit Administration and N.C. Department of Transportation. She records and collects all sources of revenue.
Tyree Pittman is a graduate from NC A&T State University where he received a B.S. in Accounting and developed an interest in business. He hopes to return to the classroom in the future and pursue both an MBA degree and CPA licensure As a member of the PART Finance Department, Tyree is responsible for accounts payable and payroll. Tyree believes public transportation is important for our communities to stay connected, and enjoys using his accounting skills to support the work that PART does within the Piedmont Triad.

Terry Anderson joined PART with over 20 years of customer service and administrative experience. She has worked in entry level Logistics /Sales as well as management positions. Terry attended Guilford Technical Community College and served as a delivery coordinator prior to coming to PART. With her extensive background in office related activities, she is primarily responsible for administrative duties and support for the PART staff and management. Terry enjoys oil painting and gardening.
Human Resources Administrator
Charlie joins PART with over 20 years of human resources management experience in the Piedmont Triad. He is certified as a Senior Professional in Human Resources (SPHR) from the Society for Human Resource Management (SHRM). He is a graduate of North Carolina State University. His role will be to provide human resources management assistance in a generalist capacity.
DIRECTOR OF OPERATIONS
David Morris has an extensive background in public transportation in the State of North Carolina. This includes management of the Greenville Area Transit System, Ridesharing Services & Vanpooling of the Piedmont and Assistant General Manager of the Winston-Salem Transit Authority. David is also the recipient of the Governor’s Public Transportation Award for outstanding service to public transportation in North Carolina
Jon (J.D.) Stewart joined PART from the City of Greensboro Department of Transportation where he worked on transportation related mapping and asset management. J.D.’s responsibilities for PART will include GIS mapping, as well as, enhancing the Regional Travel Demand Model. He attended Guilford College and holds degrees in Political Science and Environmental Studies.
FIELD OPERATIONS SPECIALIST
Mike Miller is a graduate of Guilford Technical Community College with a degree in Supply Chain Management and Global Logistics. Mike is a veteran of the United States Marine Corps where he served as a KC-130 aircraft electrical technician. He joins PART with 14 years of experience in the transportation field with background as a truck driver, bus driver, dispatcher, and supervisor.

MARK E. KIRSTNER, AICP
Mark E. Kirstner, AICP has 28 years of experience in land use and transportation planning, community and economic development. Mark holds a Master’s degree in Geography from the University of North Carolina at Charlotte. During his 19 years with Guilford County, NC he worked in planning, economic development, environmental protection, strategic planning, systems analysis, and managed the county’s transit system. Currently as Director of Planning with PART, he is responsible for creating mobility choices through the coordination of land use and transportation issues, developing regional systems and planning models, and walkable, bikeable, transit friendly communities and assists with PART management and operational functions. Also he is also Project Manager for Piedmont Together, winner of the 2014 NCAPA Marvin Collins Outstanding Planning Special Theme Award for Equitable Development.
MOBILITY & SYSTEMS PLANNER
KYLE LAIRD, AICP
Kyle Laird received an Associate’s degree in Photojournalism from Randolph Community College, a Bachelor of Arts degree in Economics from Hampden-Sydney College and Master of Arts degree in Geography and Planning at Appalachian State University. He joined PART after completing an internship with the Economic Evaluation Unit of the European Railway Agency in Valenciennes, France. At PART, Kyle researches transit infrastructure and policy issues, gathers and analyzes Piedmont Triad data sets and synthesizes Triad specific scenarios working toward the continuing growth and development of PART’s transportation plans for the Triad.
Matthew Van Hoeck
Matthew Van Hoeck received a Bachelor of Arts degree in Environmental Policy from Drake University, and a Master of Science degree in Urban Planning from the University of Iowa. Matt’s duties at PART include GIS mapping and maintaining trip planners like Google Transit. His work focuses on the use of data to support PART’s services and promote more mobility choices in the Triad.

Joonhyo (John) Kim has a Masters of Civil Engineering from Texas A&M University, PhD from Penn State University and 19 years of professional experience in transportation engineering and planning. John is primarily responsible for travel demand modeling through regional cooperation.

Sabrina Glenn has worked in the field of Transportation Demand Management for over 16 years. Her experience includes working with local, regional, and private sector organizations to address mobility issues in Minnesota, Atlanta, and Florida. She has served in a variety of capacities that support the development, implementation, marketing, and promotion of programs and services that support the use of alternatives to driving alone. Her responsibilities at PART include the oversight of the Commuter Resources department including the Call Center, Vanpool Program, and Business Development and Outreach Efforts.

Ruby Randall is a specialist with carpool matching and vanpool leasing throughout the Piedmont Triad. Ruby is a former fire-fighter for the City of Winston-Salem and transit operator for the Winston-Salem Transit Authority with over 16 years of experience in public transportation. She is responsible for the coordination of over 60 vanpools commuting in the Piedmont Triad.

Teresa Pennix is a graduate of Rutledge College with over 25 years of customer service experience at companies such as Guilford County and AT&T. Teresa enjoys working with the community and looks forward to helping the Piedmont Triad with transportation needs.

Alice Long joins PART with 22 years of experience in the customer service field working at various companies including American Express, Airborne Express, and Chick Fila. Currently Alice is enrolled at GTCC finishing her Applied Science Degree in Culinary Arts. Alice has been a long time resident of Greensboro and looks forward to helping you plan your transit trip in the Triad.

Mack Young is a graduate of the Forsyth Tech Career Center with certificates in Digital Media, Adobe Office and Microsoft Office. He also participated in SkillsUSA for filmmaking and placed 5th and 2nd place. Also while studying at Forsyth Tech had courses in Customer Service and Call Center Etiquette. Mack’s background includes working at Quality Oil where he worked as an Junior Assistant Manager.

AnnDrea Pollard studied Communications and Entrepreneurship at High Point University. Courses such as Effective Communication Principles and Business Ethics have aided her in various office administrative and customer service roles. She has also had experience as a Marketing Executive for the largest online wellness company in North America. AnnDrea delights in interpersonal interactions and providing solutions for others. In her spare time, she enjoys her role as a beauty consultant, traveling and performing arts.
